Background

Two users deposited HEI through the BSC bridge. Their BSC transactions completed successfully, and the corresponding HEI was paid out on Heima. However, the balances arrived in inaccessible bridge-derived Heima accounts rather than the deterministic Heima accounts corresponding to the users' EVM wallets.

The HEI remains present in the two source accounts. This proposal does not mint new tokens, reverse BSC transactions, or take funds from unrelated accounts. It transfers only the existing stranded balances.

Historical frontend logs are unavailable, so this motion does not assign fault to either the users or the bridge frontend.

The destination accounts were independently derived from the respective EVM sender addresses using Heima's deterministic EVM-to-AccountId32 mapping.

Meaning of the Council Vote

• Aye: submit this preimage as an external majority proposal and allow it to proceed to a public referendum.
• Nay: do not advance this recovery proposal to a referendum.

Even if the Council approves this motion, the transfers will execute only if the subsequent public referendum passes and the proposal is dispatched with Root origin.

1. Ownership signatures from both BSC sender wallets should be publicly verified.
2. Both source balances should be rechecked.
3. The preimage must still decode to the two transfers listed above.
4. If either source balance or recipient changes, the proposal should be reviewed again.
