Staker Space retrospective Heima collator service contribution — 23,245 HEI

Request

Staker Space asks HEI holders to approve a one-time 23,245 HEI contribution for collator service from 1 January 2025 through 30 September 2026, at USD 150 per month inclusive: 21 complete months, USD 3,150. October 2026 and prospective service are excluded. Any overlapping compensation must be disclosed and deducted before submission.

This public democracy proposal follows discussion https://heima.subsquare.io/posts/20 . Council sponsorship and Foundation endorsement have not been confirmed. We are asking token holders for a decision through the public route, not describing silence as approval.

Background and service basis

Discussion #20 records Staker Space joining the candidate set on 12 November 2022. Referendum #37 ended fixed staking inflation on 29 December 2024. This request deliberately starts 1 January 2025, not the execution date or initial registration date. It does not reverse that vote or recover hypothetical rewards under the old inflation schedule. Continued voluntary operation does not create an automatic payment entitlement.

The USD 150/month inclusive basis was discussed in #20. It covers attributable infrastructure and routine monitoring, maintenance and upgrades; those components are not claimed again as separate fees. Hardware/cost allocations in that discussion are applicant disclosures rather than independently audited invoices. Private invoices and datacenter identity are not included.

Service calculation

2025: 12 complete months × USD 150 = USD 1,800. January–September 2026: 9 complete months × USD 150 = USD 1,350. Total: 21 complete months, USD 3,150. No partial months. Applicant must confirm actual service and disclose/deduct any overlapping compensation before final submission.

Fixed amount carried forward from discussion

The request remains 23,245 HEI, exactly as published in the 19 October discussion update. It is based on the historical arithmetic mean of 30 daily midnight-UTC CoinGecko HEI/USD observations dated 19 September–18 October 2026 inclusive: USD 0.135516589440402617 per HEI. The USD 3,150 service basis converted to 23,244.38663198 HEI, rounded upward to 23,245 HEI.

We are retaining the already published HEI amount rather than increasing the request to reflect later price movements. This supersedes the earlier intention to refresh the price window at on-chain submission. The historical conversion is disclosed for transparency; it is not represented as today's exchange rate or a guarantee of USD 3,150 at payment. No automatic repricing applies. The service period and monthly cost basis are unchanged.

Payment and funding source

Proposed source account: 483pUu4VfReCJtGHLGhVPQRZaYV3HbWqSwWeN3UCZzV7p2BD, the source described in the Foundation-funded referendum #59 precedent. Beneficiary: 47BHMeKG1Q36gU6WP9ZGiqFhEPF5BhfyTVn9NSaemMd9e9uP. This is a direct Root-authorized balances.forceTransfer, not a treasury spend. The Foundation has not confirmed support for this request. We disclose the source explicitly so holders can decide whether authorizing the transfer is appropriate.

Amount: 23,245 HEI, raw 23245000000000000000000.

At finalized block 11356116 on 26 October 2026, this source held approximately 105,026.180436008 HEI free above frozen. That observation does not establish off-chain ownership, consent or future availability.

Evidence, disclosure and execution

The 19 October evidence package sampled completed rounds 5587–5589: Staker Space received 108,100 of 216,000 points (~50.05%). These are historical samples, not a claim of perfect uninterrupted operation throughout all 21 months. Referendum #37 ended fixed inflation; this proposal does not reverse it or claim discontinued rewards as debt. Continued voluntary operation created no automatic payment entitlement.

Staker Space is the beneficiary and has a direct financial interest. The monthly rate includes attributable infrastructure and routine monitoring, maintenance and upgrades; those components are not billed a second time here. Cost allocations are applicant disclosures, not independently audited invoices.

The executable action is the single payment above. Future support requires a separate proposal. Public queue selection, referendum approval and successful enactment are all required before payment; Foundation endorsement is not claimed. After enactment we will publish the matching transfer event. No separate treasury payout claim is required. This payment must not be executed twice through parallel public/external routes.
