Transfer all users' balance from Litmus accounts to Litentry accounts

As previously announced, we are going to sunset Litmus.

To help with a seamless transition and retain users' asset, we'll need to move the balance of all Litmus accounts to the matching Litentry accounts.

Total issuance on Litmus now (see also the screenshot): 476,293.288 LIT

The transfer will go like this:

we are going to mint this many LIT tokens on one of the Litentry team member accounts: 4BkazoqhutiPXxnrdHBRyspszXp5T3RS2WZVN9Afm2voDpWN -> this referendum
once minted, the account will distribute the due balance of each Litmus account to its corresponding Litentry account via balance transfer. The process is public and transparent.
